This release will probably please a huge number of PS Vita 3.60 users: MLTActivator, released by developers Miralatijera and Draqen on popular Spanish scene site daxhordes, lets you activate your PS Vita offline. Since its release earlier today, it’s been confirmed to work on both the PS Vita and PS TV.
What is MLTActivator?
Roughly around the time of the release of Henkaku Ensou, Sony made a drastic change to the activation process of the PS Vita. as a result of this change, people not running the latest firmware have been unable to activate their PS Vita. This triggered warnings from hackers that people should back up their activation files as soon as possible, to avoid any bad surprise. However, some people discovered the problem the hard way, and ended up with their Vita not activated.
For owners of hacked PS Vita, this meant, among other issues, that Adrenaline (the popular tool that lest you run a PSP Custom Firmware within your PS Vita) could not run properly.
Although TheFlow has promised an upcoming version of Adrenaline will work without activation, this has left several users looking for a new solution in the meantime.
That solution, as of today, is MLTActivator, which people have confirmed lets them activate their PS Vita offline, and run Adrenaline.
In particular, developer Joonie86, of Rebug fame, has confirmed that MLTActivator worked.

What are the risks of MLTActivator?
There are several risks to using MLTActivator. The main one, that the authors have made very clear in their release, is that you should not access any official PS Vita service (such as the PSN) once it is activated. They say this will guarantee you get a ban from Sony.
MLTActivator works by swapping your account files with those of an activated account. This means that some of your apps, etc… will not work anymore, as they are associated to another account. The same is true for your QCMA linked account. Also the developers mention that the app might have to format your memory card in some rare cases. Because of this it is only recommended for people who have a console that is not activated, and cannot wait for the upcoming Adrenaline release.
Another risk is that the code is not open source at the moment. As we’ve seen a few times in the history of homebrew, any app that manipulates and reads your account information could be bad news, so use at your own risk here. I have not personally tested the app (my PS Vita’s sitting in some warehouse in a harbor at the moment).

Can I uninstall it? The app allegedly does a backup of your activation files so that you can switch accounts back with homebrews such as Account Switcher. It will not hurt for you to backup your files ahead of launching MLTActivator, though.
